This guide explains how to stay compliant if you place packaging on the French market as a company or commercial trader but have no establishment in the country. We explain what REP, éco-contribution and IDU actually mean, how to obtain a French packaging licence as a foreign seller, which producer responsibility organisations (PROs) operate in France, how to appoint an authorised representative, what it all costs – and how to handle everything in one go through our partners.

⚖️ Legal basis for the packaging licence in France

If you need a packaging licence in France, you are dealing with one of the oldest and most mature EPR systems in the world. France introduced extended producer responsibility for packaging back in 1992 – 30 years of experience that show in clear structures, but also in high compliance requirements.

French national law

The legal basis is the Code de l’environnement as amended by the Loi AGEC (Loi n° 2020-105 of 10/02/2020, the “law against waste and for a circular economy”). Articles R. 543-53 to R. 543-65 apply to household packaging. Unlike Germany, France has no separate packaging act: packaging is one of around two dozen EPR schemes (filières) France operates, making it the densest EPR system in the EU.

The obligated party is the producteur. This does not mean the packaging manufacturer, but whoever commercially packs products, has them packed, or imports packed products and places them on the French market for the first time. For you as a foreign online seller this means: you are the producteur the moment your parcel crosses the French border.

New since 10 July 2026: the mandataire obligation (authorised representative)

Loi n° 2026-602 of 8 July 2026 introduced Art. L. 541-10-9-1 Code de l’environnement, making the appointment of an authorised representative mandatory for every producer not established in France – expressly including companies from other EU member states and marketplace operators without a French establishment. The rule applies to all EPR filières, not just packaging. The mandataire assumes your EPR obligations by way of subrogation.

Marketplaces may take over the obligation

In France, marketplaces such as Amazon or eBay can assume EPR obligations on your behalf, including the authorised representation. In that case the marketplace pays the recycling fees (for packaging, electronics, textiles and so on) to the French eco-organisation on the seller’s behalf and normally recovers the amount from the seller through the fee settlement.

EU Packaging Regulation (PPWR)

Regulation (EU) 2025/40 (PPWR) has applied since 12 August 2026. It applies directly in all member states and, in Art. 45(3), requires an authorised representative in every country in which you are not established. The PPWR also contains rules on packaging recycling rates, PFAS bans and requirements to minimise packaging waste, all being phased in step by step. We cover the rules in detail in our PPWR article. The key milestones include:

  • From August 2026: PFAS bans in food packaging, declaration of conformity, registration obligation.
  • From 2028: EU-wide harmonised labelling rules (will replace the Triman logo)
  • From 2030: All packaging must be economically recyclable; minimum recycled content of 10–35% depending on the type, void space ratio of max. 50 % in packages.
  • By 2040: Stepwise waste reduction of 15% compared with 2018

France is allowed to keep its stricter national targets: a 10% reuse target across all sectors by 2027, a full ban on single-use plastics in restaurants, and an end to single-use plastics by 2040.

Foreign online shops that ship products to France – whether through their own webshop, Amazon, eBay or other marketplaces such as Cdiscount or Fnac.

Example: You run a Shopify shop in Cologne and ship 40 parcels a month to France. Both the sales packaging and the shipping packaging must be licensed.

🏭 Manufacturers & producers with a French site

Companies that produce in France or pack their products there and place them on the market. In this case there is no obligation to appoint an authorised representative.

Example: Your German company has a production site in France and packs goods there.

📦 Importers & distributors

Companies that import goods from abroad into France and place them on the market there for the first time.

Example: You import electronics from China and resell them in France.

🚚 Fulfilment & Amazon FBA

Sellers using Amazon FBA (Fulfilment by Amazon) or other fulfilment services in France who sell to French customers via Amazon.

Example: You store your products in an Amazon warehouse in France (FBA FR).

🍽️ Restaurants & retailers

Businesses that use service packaging such as carrier bags, take-away packaging or shipping boxes.

Example: You supply French retailers or other businesses with packed products from Germany.

🏪 B2B suppliers

Deliveries of packed goods to French business customers fall under the new filière emballages professionnels from 1 January 2027.

Example: You deliver ingredients or raw materials in boxes or canisters to French businesses, where the packaging ends up as waste.

🔢 IDU – the French registration number

What is the IDU? The Identifiant Unique is the official registration number for extended producer responsibility in France. It is comparable to the German LUCID registration number, for example. It is issued by the environment agency ADEME through the SYDEREP register. This usually happens automatically as soon as you join an éco-organisme. You receive a separate number for each EPR filière (EPR category).

Do I need a French tax number?

No. Unlike Spain, where nothing moves without a NIF/NIE, France does not require a local tax number for EPR registration. What you do need is a mandataire established in France. Compared with Spain, this typically saves you several weeks of lead time and €150–450 in application costs.

Where you must state your IDU

  • to marketplaces such as Amazon.fr, Cdiscount or Fnac
  • on request from the authorities

ADEME publishes the list of registered producers including their IDU as an open dataset. Marketplaces regularly cross-check the number you provide against SYDEREP – an invented or expired number will reliably be flagged.

🔀 Two filières: household and commercial packaging

In short: Since 2026, France has distinguished between packaging that ends up as waste in households (emballages ménagers) and packaging that ends up as waste at businesses (emballages professionnels). The two systems run in parallel. If you place both types on the market, you need two system contracts and two IDU numbers.

Key deadline for B2B suppliers

The operational launch of the filière emballages professionnels was originally scheduled for 1 July 2026. On 28 July 2026 the ministry postponed it to 1 January 2027. At the same time: every affected producer is expected to have joined an éco-organisme by 31 December 2026. The 2027 barèmes will be published from September 2026.

Packaging licensing in France runs through a state-approved éco-organisme. These are comparable to the dual systems in Germany. Three systems are approved for household packaging. All three are open to foreign producers. Because France works with state-mandated specifications, tariffs differ less than in Germany. The difference lies more in service, language and sector focus.

Clarify your role and packaging types

Check whether you are a producteur and which filière applies. The most common mistake: forgetting the shipping box, even though it counts in full. The second most common: overlooking B2B deliveries when both filières are affected.

Choose an éco-organisme and sign a contract

Citeo, Adelphe or Léko for household packaging; Citeo Pro, Léko Pro or Twiice for commercial packaging. Two filières mean two contracts.

Determine your volumes

Record the weight per material and packaging unit as well as the annual unit counts. The reference unit is the UVC (unité de vente consommateur, the consumer sales unit). Below 10,000 UVC, the flat rate is sufficient.

Join the system and obtain your IDU

The system registers you and ADEME issues the IDU via SYDEREP. After joining, confirmation for marketplaces is usually available within a few working days; the IDU itself takes around two to three weeks.

Publish your IDU and adapt your labelling

Add the IDU to your T&Cs and website and submit it to your marketplaces. At the same time, check that your household packaging carries Triman and Info-tri.

💶 What a packaging licence for France costs

In short: Your costs consist of two blocks. First, the éco-contribution paid to the éco-organisme, calculated by material, weight and unit count. Second, the service fee for the mandataire and administration, starting at around €247 per year with our partners. Small senders often pay the system no more than a flat rate in the low three figures.

Éco-contribution: reference values for household packaging

As of 1 January 2026, Citeo restructured its tariff model: around 75–80% of contributions still fall on a weight-based tariff per material, with the remainder on a per-unit and sector tariff. Individual line items have risen by more than 30%.

Éco-modulation pays off particularly well in France. Non-recyclable multi-layer plastics containing recycling disruptors can attract a malus of 50–100%, while optimised packaging receives a bonus of 15–20%. Replacing polystyrene cushioning with kraft paper, or removing the window from a folding box, noticeably lowers your bill. Material choice has a stronger effect here than in Germany.

Small volumes: the flat rate

If you place fewer than 10,000 sales units (UVC) per year on the French market, you can opt for a flat rate instead of volume-accurate billing – at Adelphe it is called “Formule 1 clic”. This is a simplified billing method, not an exemption. €80 net is documented for the 2024 and 2025 tariff years; the advance invoice on joining is also €80 net. For 2026, individual sources cite up to €110 net. So expect an order of magnitude of roughly €80–110 net per year and have the binding amount confirmed by your provider.

Commercial packaging: the 2026 barèmes

The three approved systems have published their tariffs. You only become liable for contributions from 1 January 2027, but the comparison already helps you choose a system:

Status of the published 2026 barèmes. The 2027 tariffs will be published from September 2026. On the two biggest items, plastic and carton, the systems are almost level – the difference comes down to your material mix in steel and “other materials”.

🏷️ Packaging labelling obligations in France

In addition to registration and licensing, all household packaging in France must carry specific labelling. It helps consumers recycle correctly and is required by law.

The Triman logo – mandatory since 2022

The Triman logo is the French recycling mark and has been mandatory since 1 January 2022 for all recyclable household packaging. It shows three arrows surrounding a human silhouette and signals: “this packaging belongs in the sorting stream”.

📋 Where must the Triman logo appear?

  • Directly on the packaging (preferred)
  • On product documents supplied with the packaging
  • Or as digital information (QR code, website) – where there is not enough space on the packaging

Minimum size: 6 mm in height for the logo

Info-tri: the sorting instructions

In addition to the Triman logo, Info-tri sorting instructions must be applied to show consumers which bin the packaging belongs in:

  • Yellow bin (poubelle jaune): plastic, metal, composites
  • Blue/green bin (poubelle bleue/verte): paper and carton
  • Glass container (conteneur à verre): glass packaging

The Info-tri pictograms state specifically: “recycle this packaging” or “put in the yellow bin”. These instructions must be given in French.

⚠️ Penalties for missing labelling: Breaches of the labelling obligation are punishable by fines of up to €15,000 for legal entities. The DGCCRF actively enforces this – particularly with online sellers and marketplaces.

💡 Practical tip: If you work with an authorised representative, they will also review your packaging labelling and make sure all requirements are met. That way you avoid mistakes and penalties.

🚨 Penalties, marketplace suspensions and why France enforces strictly

In short: In practice, the most common trigger is not the authority but the marketplace. Amazon, Cdiscount and Fnac are required to collect the IDU and check it regularly against SYDEREP – otherwise they are liable themselves. Without a valid IDU, your listing will sooner or later be suspended.

Since 1 January 2022, online marketplaces have been subject to their own EPR obligations under Art. L. 541-10-9 Code de l’environnement. They must keep a register containing the seller’s identity, IDU, volumes and take-back arrangements. They can only discharge this liability by demonstrating that the third-party seller meets their obligations. Specialist sources cite administrative penalties for marketplaces of up to €7,500 per unit or per tonne, potentially with a penalty payment; for a missing IDU, amounts of up to €30,000 are cited.

The legislator introduced the mandataire obligation expressly to give the authorities an identifiable point of contact they can audit and sanction. Enforcement against foreign producers is, by its own account, being tightened as a result. Market surveillance lies with the DGCCRF.

Alongside the penalty itself, you risk back-claims for previous years and the commercially most painful scenario: a suspended listing page in the middle of peak season.

Yes. As soon as you ship packed goods to customers in France, you are a producteur under French law and must join an éco-organisme. There is no de minimis threshold – the obligation starts with the very first item of packaging. Both the sales packaging and the shipping box must be licensed.

The IDU (Identifiant Unique) is the French EPR registration number. It is issued by the environment agency ADEME through the SYDEREP register. In practice, your éco-organisme or your mandataire applies for the IDU on your behalf as soon as you join. Important: there is one number per EPR filière. Anyone offering electrical equipment or batteries alongside packaging will have several IDUs.

Who does not? Companies with a registered office, branch or permanent establishment in France. The obligation is also considered fulfilled if a platform established in France already ensures the conformity of your products – though you should have this confirmed in writing.

Costs consist of two parts. The éco-contribution paid to the éco-organisme depends on material, weight and unit count: corrugated board is around €0.18 per kg, PET around €0.40 per kg, polystyrene around €0.90 per kg. In that case the new filière for commercial packaging (emballages professionnels) applies. The decree has been in force since 1 January 2026, but the ministry postponed the operational launch to 1 January 2027. Important: every affected producer is expected to have joined one of the three approved systems – Citeo Pro, Léko Pro or Twiice – by 31 December 2026. Yes, if you sell via Amazon.fr and place packaging on the French market for the first time. This applies to direct shipping from Germany as well as to Amazon FBA with storage in France and to Pan-EU FBA. Marketplaces have been required to collect the IDU since 2022 and to check it regularly against SYDEREP, as they are otherwise liable themselves. Without a valid IDU your listings will be suspended – in France this is the most common reason sellers become aware of the topic at all.

Three consequences are possible. First, administrative penalties: specialist sources cite up to €7,500 per unit or tonne for marketplaces and amounts of up to €30,000 for a missing IDU. Second, back-claims for the éco-contribution covering previous years. Third – and in practice the fastest to bite – suspension of your listings by marketplaces such as Amazon.fr, Cdiscount or Fnac. Market surveillance lies with the consumer protection authority DGCCRF.

In theory yes – in practice you run into two hurdles. First, you need a mandataire established in France anyway, whom you would have to find and appoint separately. Second, the portal, the contract and the correspondence with the authorities are all in French. The reporting window runs from 1 January to 28 February of the following year and covers the volumes placed on the market in the previous year.
